The people is greater In number, and strength, and valour. The cities are great, and walled up to heaven An hyperbole, signifying that their cities were fenced with very high walls, which Moses himself allows to be true, Deuteronomy 9:1. But, however strong they were, the Israelites had no reason to fear, since they were assured of the divine protection and aid in the execution of his command.

28 Whither shall we go up? our brethren have discouragedg our heart, saying, The people is greater and taller than we; the cities are great and walled up to heaven; and moreover we have seen the sons of the Anakims there.
