Worthy to be beaten Which the Jews say was the case of all those who had committed crimes which the law commands to be punished, without expressing the kind or degree of punishment. Before his face That the punishment might be duly inflicted, without excess or defect. And from this no person's rank or quality exempted him, if he were a delinquent.

Deuteronomy 25:2

2 And it shall be, if the wicked man be worthy to be beaten, that the judge shall cause him to lie down, and to be beaten before his face, according to his fault, by a certain number.
