Then will they not pay toll, tribute, and custom “By the first of these, Grotius understands that which every head paid to the king, and which we call poll-money; by the second, the excise, as we now speak, which was upon commodities and merchandise; and by the last, the land- tax.” Dodd.

13 Be it known now unto the king, that, if this city be builded, and the walls set up again, then will they not payg toll, tribute, and custom, and so thou shalt endamage the revenue of the kings.
