Compare Proverbs 15:8. “By mercy and truth,” not by sacrifices and burnt-offerings, “iniquity is purged, atoned for, expiated.” The teaching is the same as that of the prophets.

Proverbs 16:6

6 By mercy and truth iniquity is purged: and by the fear of the LORD men depart from evil.
