Out of all the tribes of Israel. — The city itself is no longer, as of old, to belong to any particular tribe, but is to be situated on the common oblation, and its labourers are to be taken alike from all the tribes. Thus the old jealousies are to be extinguished, and in this, as in all other respects, each tribe is to be treated like every other.
