princes are rebellious. Sarim sorerim, not. "pun", but the Figure of speech Paronomasia (App-6), for solemn emphasis. It may be Englished "thy rulers are unruly".

gifts. rewards, or bribes.

23 Thy princes are rebellious, and companions of thieves: every one loveth gifts, and followeth after rewards: they judge not the fatherless, neither doth the cause of the widow come unto them.
