It is a stiff-necked people, and therefore need thy glorious and powerful presence to rule them. Or rather, though it be a stiff-necked people, as thou sayest, yet forsake them not. The Hebrew particle chi oft signifies though, as Exodus 5:11 Isaiah 44:6. Take us for thine inheritance, i.e. deal with us as men do with their inheritances, dwell among us, protect us, improve us.

9 And he said, If now I have found grace in thy sight, O Lord, let my Lord, I pray thee, go among us; for it is a stiffnecked people; and pardon our iniquity and our sin, and take us for thine inheritance.
