Lift thou up thy rod—over the sea, and divide it— See Exodus 14:21. It is very common in Scripture to attribute those actions to a person, which are only done by his agency at the command and by the power of another. So here, it was by the immediate power of God that the sea was divided: Moses was so far honoured, as to give the command for that miraculous interposition.

Exodus 14:16

16 But lift thou up thy rod, and stretch out thine hand over the sea, and divide it: and the children of Israel shall go on dry ground through the midst of the sea.
