Upon the desolate places— Judaea is here described as a land which lay desolate before the Jews returned to it. The Jews after the captivity were a people gathered out of the nations, for they were very much mixed with other people.

Ezekiel 38:12

12 To takee a spoil, and to take a prey; to turn thine hand upon the desolate places that are now inhabited, and upon the people that are gathered out of the nations, which have gotten cattle and goods, that dwell in the midst of the land.
