A voice was heard upon the high places, weeping [and] supplications of the children of Israel: for they have perverted their way, [and] they have forgotten the LORD their God.

Ver. 21. A voice was heard upon the high places.] Where they were wont to worship idols, now they weep for their sins, and pray for pardon.

For they have perverted their ways.] This is it that now draweth from them prayers and tears. See Jer 31:18 Lamentations 5:14. Oi nalanu, chi chattanu. Woe worth us that ever we thus sinned. Some understand those words, "A voice is heard," as showing God's readiness to hear penitent sinners as soon as they begin to turn to him, even before they speak, as the father of the prodigal met him, &c.
