I will punish the world - the wicked of the world (cf. Isaiah 11:4).

I will cause the arrogancy of the proud to cease - Babylon's besetting sin, as exhibited in Nebuchadnezzar (Daniel 4:22; Daniel 4:30).

The terrible - rather, tyrants (Horsley).
