They proclaimed a fast ... to all the people in Jerusalem, and to all the people that came ... - rather, 'all the people in Jerusalem, and all the people that came from the cities of Judah unto Jerusalem, proclaimed a fast' (Michaelis). The chiefs appointed the fast by the wish of the people. In either version the ungodly king had no share in appointing the fast.
