He that deviseth to do evil shall be called a mischievous person.
He that deviseth to do evil (inventing new oaths, frauds, incentives to sin, Romans 1:30 ) shall be called a mischievous person - Hebrew, 'a master of mischiefs;' a ringleader among the bad (Proverbs 14:17).
