The rest of the people also cast lots to bring one of ten, of the ordinary people, to dwell in Jerusalem, the Holy City, and nine parts to dwell in other cities. Nehemiah's purpose was to increase the population of the city, for the in. habitants were too widely scattered inside the walls. Cf Nehemiah 7:4.
