I will not turn away the punishment thereof— I will not revoke it; that is, the voice which denounced their destruction. Houbigant renders the verse, After three transgressions of Damascus, I will not bear that which was the fourth; because, &c. The prophet first threatens the people of Syria, the capital of which was Damascus, for the several transgressions which they had committed, and particularly for their cruelties exercised against the Israelites by Hazael and Benhadad. 2 Kings 10:32; 2 Kings 13:7.

3 Thus saith the LORD; For three transgressions of Damascus, and for four, I will not turn away the punishment thereof; because they have threshed Gilead with threshing instruments of iron:
