I have surely seen— In Acts 7:34 it is, I have seen, I have seen; (see note on ch. Exodus 2:23, &c.) which is agreeable to the Hebrew, seeing, I have seen; the repetition implies God's determined purpose to deliver the Israelites.

Exodus 3:7

7 And the LORD said, I have surely seen the affliction of my people which are in Egypt, and have heard their cry by reason of their taskmasters; for I know their sorrows;
