For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.
Ver. 15. I will have mercy, &c.] Dei voluntas est ratio rationum, nec tantum recta, sed regula. The will of God is the rule of his plan, neither only right but his rule.
