For he saith to Moses, I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion.

For he saith to Moses (Exodus 33:19 ), I will have mercy on whom I will have mercy, х eleoo (G1653)] - 'on whom I have mercy,'

And I will have compassion on whom I will have compassion, х oikteiroo (G3627)] - 'on whom I have compassion;' q.d., 'There can be no unrighteousness in God's choosing whom He will, for to Moses He expressly claims a right to do so.' Yet it is worthy of notice that this is expressed in the positive rather than the negative form: It is not, 'I will have mercy on none but on whom I will;' but 'I will have mercy on whomsoever I will.' The reader ought not to overlook the principle on which the apostle here argues the question with his readers. 'As when God says a thing it must be true, so when God does a thing it must be right. But God does say He chooses whom He will; therefore it is both true that He does so, and doing it, it cannot but be right.'
