For thus saith the LORD unto the eunuchs that keep my sabbaths, and choose the things that please me, and take hold of my covenant;

For thus saith the Lord unto the eunuchs that ... please me - that sacrifice their own pleasure to mine.

And take hold of my covenant - so "layeth hold" (note, Isaiah 56:2).
